I don't think they contact the CO about reinstatements unless the case was especially notorious. As to whether to cry or not, some look for tears or they will think they have not properly humiliated you and you may be denied reinstatement. Others, maybe not. It's your call.
You said something about the elders having training. My husband was an elder for twenty years. There was NO TRAINING. One day he was not an elder and the next day he was. He began sitting in on judicial cases. He always tried to help people. Other elders were not that way. One time the leading elder on a committee told the person, "Why don't you just tell us what you did so we can disfellowship you?" Loving, eh?
