Perrys system for morality is at the bare basics this:
Suppose you have a child and you tell the child its okay to wear shoes indoor; most children will not object to that and simply wear shoes indoor. Now suppose you take the same child and tell it that its okay to beat other children with sticks.
Most children will object, and recognize there is a difference between this command and being allowed to wear shoes indoor. The few who does not are the ones who are disposed for becoming psychopats, and if they indeed grow up and has to rely on others instructions for their morals, as well as a reward/punishment system for actually finding motivation for following the instructions, then we call them psychopats.
What perry advocate is the morral system of a psychopat. A person who deside if it is good or bad to kill another human being depending on the will of "God", and not the intrinsic value of other human beings.
It works and its simple, but it is a dystopic and awfull way to ground morrals.

We don't really know what happens to people in hell. There are differences of opinion. But we know the finally unrepentent do go to a place called hell. Where it is exactly? or what it is exactly? we don't really know for sure. Some say a place of eternal suffering, some say "outter darkness" meaning in a spiritual sense you are forever seperated from God and his love.
The fact is though that God does discipline the unrepentent. I agree with Perry that if anyone is seriously interested in this topic, they should do some good online research. There is also a great book on the topic that gives the different perspectives. You can find it on Amazon.com and it is called "Her Gates will Never be Shut, Hell, Hope and the New Jerusalem" by Bradley Jersak.
