What makes any site "proper" or "improper" other than our own subjective opinions??
Wasa, in the specific instance of Simon's description, "proper" would be a discussion site being used for mostly positive (at least within the framework of whatever the db's informal agenda is), normal, varied, honest discussion of issues, and "improper (as opposed to proper)" would be a "parasitic" site feeding off of the so-called "proper" discussion site.
If I have his definitions about right, these things can be indentified fairly easily, and are not really subjective at all.
