Where does it say in scripture the star was put there by God? Most Churches say that God was the source of the star, but the context surrounding the account suggests that is false. If the star hadn't appeared, the Magi would not have went to Jerusalem and come into contact with jealous King Herod. As a result of the star appearing there was an attempt made on Jesus' life.

My bible says the visitors from the east were warned by God in a dream not to go back to Herod. Matthew 2.12 Does that mean that the wise men had a relationship with God. I dont know. I know the WT also has different view about the wise men.

It was customary to go to the city gate when you were a stranger passing through town. These Magi were obligated to see Herod. When he found out their intentions, he requested from them the whereabouts of Jesus.
