If you smoke, take drugs, or watch porn, the elders are instructed to inform the new congo the sinner moved to, even if he was repentant.
If he is a pedo, the elders have to write to Beth Hell, and THEY decide whether to inform the new congo.
Only a KNOWN pedophile is barred from being appointed. Bethel decides if he is a "known" pedo, not the victims and others who know about it.

i'm a secondary school teacher and i've spent a lot of time at school this year since i've left jws simply observing student dynamics.
i do a lot of playground duty and have the opportunity to observe the kids at play and in the classroom.
i've especially had the opportunity to observe middle school kids, that is, kids between 12 and 15 in my state.. my observations of these 'worldly' children are:.
Does it strike any of you as WIERD that a 13 year old witless who refuses blood and dies, is old enough to make his "own " decision, yet a 13 year old who tells his parents the "trooof sucks and he doesnt want it" will be pressurised and bullied, and shunned if he got baptised earlier?
