I got it working on xp in about 10 minutes.
Steps,
Before installing select the setup.exe file on the cd and set compatability mode, Windows95 and check the 3 check boxes below.
Apply
Run Setup.exe
Remember that the install path should have no SPACES. If you want it in program files put c:\progra~1\wtlib_95 or whatever.
After it is installed set the same compatability options on the Main shortcut.
It appears that it won't paste to notepad but will to wordpad, that could just be a weird thing with my machine but I don't have time to test it more.
Just in case you doubt, this is from the Babylon book....
