It doesn't justify what this family are doing but they may have financial difficulties you don't know about and as their only way out from their perspective is to claim for something that isn't rightfully theirs. What would be sad is that because of you reporting them, their kids lose out. My advice is stay out of it. I'm not judging you or anything like that, just think you should leave the situation be.
