All does not mean "every one" in the context of 2 Timothy 3:16. It means all as in "the whole". All God breathed scripture is beneficial. So Paul was telling Timothy two things. First learn to see the Good News as ONE thing. And the second thing Paul was communicating is do not fear that you will not have enough of God's wisdom to act and guard what you do have because it is ALL beneficial. Beneficial does not mean it is history.

Where does the Bible claim it is literal?

Use a little logic and reason for goodness sake.
