What if it was this simple.
Scare the crap out of the R&F with a series of articles on apostates...Dec 15th, to start. Then, with skillful timing, begin to out those who are a potential threat. The R&F would be prepped for it, the murmurings would be fear based. Nothing more scary than an apostate...right? The FDS is taking care of them and getting ready for the big A.
Also, how many congregations have a sh*t load of inactive cards? How many have been inactive for YEARS? There is NO WAY they are going to contact all those, they would have by now. My guess, this is designed for people like me. Inactive, or DF'd ones that are still in living or working relationships with JW's. By labeling us as apostates, they can begin to guilt our loved ones into shunning us.
I'm thinking there will be many more articles on apostasy. We are their greatest threat.

Wings take a deep breath!...and others here too. The OFFICIAL program for ALL inactive and even DF'd onces is for elders to contact them once a year!....not to label them apostate, but to show how kind and loving and OPEN the door is at the KH!.......Don't we all receive our annual call or vist and invite to the memorial??.....LMAO!!!.................oompa

There's no doubt in my mind that one of the biggest threats to the WTS is faders. Faders still have access to families and friends. They can whisper and murmur. Are we in any doubt that the WTS monitors sites like this and sees for themselves what faders are up to and able to accomplish? How many faders on here scrupulously avoid being DFd for the sole reason of having some contact with family and friends to whisper in their ears? The WTS knows this, they see the threat.
Passwordprotected, I think your comments are spot on. This is why I tend to believe this rumor. If this is from a letter to Circuit Overseers, we'll soon hear from elders who are on this board if this is true or not.

When I was picketing Brooklyn Bethel a JW who dared to speak to me ( & some one rushed to tell him NOT TO from within) But he did tell me that their were Elders that was on the internet catching those who were not loyal to "MOTHER" -

Typical delusional JW. Yes the elders have these magical powers of finding people on the net. They couldn't find a publisher in their own congregation.
Other than moderate hints in the WT I'm leaning towards throwing this thread on the rumor pile. I'm sure the GB views inactive JW's as dangerous, but other than labeling them apostates and warning others to their possible danger, a mass expulsion isn't in the works anytime soon. In fact, when Ted finally kicks the bucket I see a loosening of the reigns. Would I go back if they did? No way! That religion is still too toxic. -

If these rumors are even partly true, I'm sure that they will be sneaky about it. I don't picture the governing body actually informing the average publishers. It will likely be just another control technique that can be used at their discretion. The elders won't have to keep chasing faders. They can just say they DA'd if they are reluctant to meet with the elders. It may save them time and be a boost to their fragile egos. It will give them more power to be intimidating, if they choose to handle things that way. Many JW's don't even know that disagreeing with official teachings is a disfellowshipping offense, even if they don't talk to others about it. I'm sure that most dubs would never hear about the change and even strongly deny it if told about it.

DT, the WTS did something similar with taking a blood transfusion. The WTS publications still call it a df'ing offense but the CO informed the elders verbally (no letter) that it was now a da'ing offense. I talked to an active jw recently that had no clue that it wasn't still a df'ing offense.
