This change is total bull and I hope it is just a rumor.
I'm not so sure. If you go and read the post by Amazing about the California court case, you can definitely see that they have lost the client/clergy privilege and this means that there have been serious $$$$ consequences for them. Information in a JC is not kept private (at least found so in California) and no doubt this decision will spread to every other State. If the WTS wants to reduce it's legal liability, then it has to change where it can - and disfellowshipping (the very word and that word is contained in the legal brief) as it sits now, has direct links to shunning (much more on the outside world than disassociation) and therefore, the very act leaves them open to more lawsuits by people being shunned because they are disfellowshipped.
Disfellowshipped means turfed out - thus the punishment is being meted out by a bunch of men therefore, eventually, those men may be held accountable if a lawyer decides there is a case.
Disassociation means voluntary - a group of men are not making that decision, you actions reflect your disassociation from the group set of rules and therefore, you have no room for a lawsuit.
That only leaves the door open on shunning and those effects, and if the WTS directs people to use their own conscience on this matter, not telling people to shun, then ultimately, they can force you to fight against your own family if you don't like the way you are being treated.
Very interesting - if there were an active Elder he might be able to tell us if they are leaning on this change come September. sammieswife.

A search of the site for disfellowship* still hits 9 pages, including Discipline That Can Yield Peaceable Fruit - Jehovah's Witnesses Official Web Site

I think we need to focus on the recent events in regard to Amazing's heroic and successful battle with the Watchtower.
We may be hearing about fallout from this situation. The Society's lawyers may be telling them that the whole judicial committee thing is now vunerable in a way that wasn't plain before.
