It isn't really a voucher program. That is inaccurate demagoguery being disseminated by others. A voucher is usually considered a fixed cash payment. Whatever the cost is above and beyond is your problem. That isn't what the plan is. The cash payment is not fixed. It is a premium support program with a guaranteed benefit equal to existing Medicare. Beneficiaries always have at least one option that costs nothing more than traditional Medicare while providing the full Medicare benefit--and traditional Medicare is always on the menu under the proposed plan.
