I was referring to those Moslems who are not extremists, but who could easily be driven that way by acts of bigotry on our part. Also, I am certainly not advocating a "laid back" and "horizontal" approach to terrorism.
The successful battle against terrorism is fundamentally no different from the fight against any other form of irregular warfare, in that it is as difficult as it is subtle. To under-react is useless (no quarrel with you there!). However, over reaction by the security forces is ultimately just as futile, if not worse. As the British found out in their fight against the IRA during the Irish War of Independence, and the French had to re-learn while fighting the FLN in Algeria, each indescriminate act of brutality by the security forces only gathers more support for the terrorists. The FLN were quite open about it afterwards - French brutality (particularly by the paratroopers, who no doubt thought that they were merely "fighting fire with fire"), was the best recruiting tool that they (the FLN) had.
Not for nothing did the British general Sir Gerald Templar, when referring to the (ultimately successful) war against the communists in Malaya, observe that its victory was actually won, not by military means, but - to quote, "In the minds and hearts of the people." Significantly, prior to his appointment, the army had taken a "kick down the saloon doors, and let drive with the six guns" approach, with the result that the communists were winning. After Templar's appointment to command, the "minds and hearts" approach was adopted, the war consequently turned around, and victory for the West ultimately achieved.
Extremism on our part is hardly conducive to winning over the "hearts and minds" of those Moslems who are not extremists, let alone those that are. (And by no means are all Moslems extremists, either - I have worked with, and lived amongst, many who are not).
